About licensed fishing in the Daugava river downstream from Kegums hydroelectric power plant
I. General Provisions
1. The binding regulations prescribe the procedures for organizing licensed fishing in the part of the Daugava in the territory of the Ogre municipality downstream of the Kegums hydroelectric power plant (hereinafter – Kegums HPP). It covers the waters located in the administrative territory of the Ogre region.
2. Licensed fishing in the Daugava river downstream of Kegums HPP shall be organized by an authorized person of the Ogre municipality (authorization agreement No. KNP1-3.8/21/6 of 29 September 2021) by the association “Environmental Protection Association”, the legal address of which is Saules street 18, Kegums, Ogre municipality, LV-5020, contact phone +37129411377, e-mail: atbalsts@inspektori.lv (hereinafter – the organizer of the licensed fishing).
II. Licensed Fishing Regulations
3. The place of licensed fishing in the Daugava downstream of the Kegums HPP power plant dam (Annex 1) shall be located in the Daugava section 1000 m downstream from the Kegums HPP power plant dam (hereinafter – the licensed fishing section), excluding the section of the Daugava which is part of the protection zone of Kegums HPP dam, including:
3.1. for fishing from the shore – 220 meters downstream of the dam from the right bank side and 570 meters downstream of the dam from the left bank side;
3.2. for fishing from a boat – 435 meters downstream of the dam from the right bank side and 570 meters downstream of the dam from the left bank side, in conformity with the coordinates of the boundaries of the protection zone indicated in Annex 1 to this Regulation and navigation signs located in nature.
4. The section of licensed fishing is marked with onshore indications of the beginning and end of the licensed fishing stage. At the stage of licensed fishing, fishing from boats must comply with navigation signs, which are placed on both banks of the Daugava River, in accordance with Cabinet Regulation No. 92 of 9 February 2016 “Regulations Regarding Vessel Traffic in Inland Waters”.
5. Fishing in the licensed fishing stage shall take place throughout the year (except for the ice period) in accordance with the requirements laid down in Cabinet Regulation No. 800 of 22 December 2015, Regulations Regarding Fishing, Fishing and Underwater Hunting, in conformity with the following additional conditions:
5.1. during the spring period (from 1 March to 31 May) it is prohibited to use spinning with artificial or natural bait fish in fishing;
5.2. from the total permitted number of fishing rods (two fishing rods) it is prohibited to use more than one fishing rod with natural bait fish or a separated piece thereof for fishing;
5.3. it is prohibited to leave any fishing gear unattended, moving away from fishing gear further than 25 meters;
5.4. it is prohibited to fish and engage in underwater hunting, as well as fishing from ice at the place of licensed fishing.
6. Licensed fishing takes place from the shore using a 10-meter towpath and from a boat.
7. Any kind of fishing in the strict regime zone of Kegums HPP (see Paragraph 3 and Annex 1 to this Regulation) is prohibited.
III. Types, Number of Licenses and Fee for Licenses
8. Fishing at the licensed fishing stage shall be permitted by purchasing one of the following licenses:

8.10. Monthly fishing licenses from the shore are valid from the date of purchase until the relevant date of the following month.
9. The purchase of the licenses for fishing from a boat indicated in Sub-paragraphs 8.3, 8.4, and 8.7 of this Regulation shall be ensured only in the places indicated in Sub-paragraphs 16.1 or 16.2 of this Regulation.
10. The licenses indicated in Sub-paragraphs 8.2, 8.4, 8.6, and 8.9 of this Regulation for a reduced fee are entitled to purchase:
10.1. children and adolescents up to 16 years of age;
10.2. persons over 65 years of age;
10.3. persons with disabilities;
10.4. politically repressed persons;
10.5. owners of coastal lands adjacent to the licensed fishing stage and their family members;
10.6. persons from large families and families in the care of whom there is a child with a disability or an adult person who has not reached the age of 24 years, if disability group I or II has been determined for him or her, and who have been granted the Latvian Honorary Family Certificate in accordance with the Latvian Honorary Family Certificate programme implemented in the State.
11. When purchasing licenses for a reduced fee, the persons indicated in Paragraph 10 of this Regulation shall present a personal identification document to the organizer of the licensed fishing and/or representatives of the authorities for the protection and supervision of fish resources and in addition:
11.1. the persons indicated in Sub-paragraphs 10.1-10.4 of this Regulation – a personal identification document (passport or identity card), moreover, persons with disabilities aged from 16 to 65 years must also present a disability certificate, but for politically repressed persons – a politically repressed identity card;
11.2. the persons indicated in Sub-paragraph 10.5 of this Regulation – a land register certificate regarding the ownership rights of the relevant person to the coastal land adjacent to the licensed fishing stage, as well as a personal identification document;
11.3. The persons indicated in Sub-paragraph 10.6 of this Regulation – must present the Honorary Family Certificate of Latvia.
IV. Content, Presentation and Marketing of Licenses
12. A fishing license shall contain the following details:
12.1. the name and type;
12.2. the sequence number;
12.3. the term of validity;
12.4. the license price;
12.5. the details of the fishing organizer and the name of the licensed fishing place;
12.6. the signature of the license issuer (except for electronic licenses);
12.7. the given name, surname, personal identity number, telephone number and electronic mail address to be used for communication of the recipient;
12.8. the date of issue;
12.9. the signature of the license recipient (except for electronic licenses).
13. A fishing license with corrections shall be considered invalid.
14. All licenses shall be printed typographically and/or prepared electronically, shall be numbered according to their types and prices and registered in accordance with the procedures laid down in laws and regulations.
15. Typographically prepared and issued licenses have a counterfoil that remains with the organizer of the licensed fishing.
16. Places of sale of fishing licenses:
16.1. Kegums prosp. 2A, Kegums, Ogre county, IK STASIS store, LV-5020, phone, 28226755 (spring season licenses and boat-fishing licenses are not for sale);
16.2. On the website www.manacope.lv or in the mobile application “Mana Cope”, selecting the relevant body of water in the section “Copes cards and licenses” there is an opportunity to purchase electronic licenses at any time of the day.
17. All license holders shall be registered at the places of purchase of licenses, indicating the given name and surname, for the creation of the licensed fishing database and analysis of the sale of licenses. All data is registered in accordance with the regulatory enactments on the protection of personal data.
V. Utilization of the Funds Obtained in the Implementation of Licenses
18. The organizer of licensed fishing shall, once every six months, by 10 July for the first half-year and by 10 January for the second half-year, transfer 20 % of the funds obtained from the sale of fishing licenses to the State basic budget for the establishment of the Fish Fund.
19. The organizer of the licensed fishing shall use 80 % of the total amount obtained in the implementation of the licenses for the organization of the licensed fishing, replenishment of fish stocks, protection thereof and development of the infrastructure of the fishing place.
VI. Procedures for Recording the Catches of Anglers
20. All anglers, except those who have purchased a license on the website www.manacope.lv, immediately after the end of fishing, must indicate their catch on the reverse side of the license in accordance with the catch accounting table (Annex 11). If there is not enough space in the role accounting table, it is possible to transfer the records to a new sheet according to the sample on the reverse side of the license.
21. Anglers who have purchased typographically printed licenses shall transfer information regarding the licenses used (catch reports), as well as regarding those licenses which have expired, or in cases where the catch has not been obtained/retained, within 5 (five) days after the end of fishing at the place of purchase thereof or by sending it by mail to the association “Environmental Protection Association” (address: Saules str. 18, Kegums, Ogre district, LV-5020).
22. All anglers who have purchased a license on the website www.manacope.lv must submit an electronic catch report of the specified sample found on this website for the catches taken in the licensed fishing or for cases where the catch has not been taken/retained or the license has not been used, but not later than within 5 days after the expiry date of the fishing license.
23. If an angler has purchased the license himself or herself from his or her user profile on the website www.manacope.lv, the catch report of the license shall be transferred from the section “My purchases” (if the license has not expired) or “Purchase history” (if the term of validity of the license has expired) of the user profile of this website.
24. If another person has purchased the license for the angler on the website, the license catch report must be submitted using the link provided in the license purchase e-mail for submitting the catch report.
25. The organizer of licensed fishing shall register persons who have violated the procedures for recording catches specified in this Regulation and, using the telephone number or electronic mail address indicated in the license, shall notify of the necessity to submit a catch report within 14 days. If the catch report is not submitted within that time limit, the organizer shall inform the authorities for the protection and management of fishery resources of the infringement found.
26. The organizer of licensed fishing shall, by 1 February of the following year, submit to the State scientific institute Institution of Food Safety, Animal Health and Environment “BIOR” (hereinafter – the Institute) a report on the types of licenses implemented, the number and the catches of anglers obtained for the previous year on the basis of the data of the reports on the catches of the submitted licenses.
VII. Duties and Responsibilities of the Organizer of Licensed Fishing
27. In addition to that laid down in Cabinet Regulation No. 799 of 22 December 2015, Procedures for Licensed Fishing, Fishing and Underwater Hunting, the organizer of licensed fishing has the following rights and obligations:
27.1. to list and implement fishing licenses in accordance with the requirements laid down in laws and regulations, to register the implemented and issued fishing licenses in the accounting journal;
27.2. to ensure the utilization of the funds obtained by implementing fishing licenses in accordance with Chapter V of this Regulation;
27.3. to keep records of the catches of anglers in accordance with the procedures laid down in Chapter VI of this Regulation and to provide information to the Institute in accordance with Paragraph 29 of this Regulation;
27.4. to ensure cleaning of the environment in a 10-metre-wide coastal strip at the place of licensed fishing;
27.5. to submit a report to the Rural Support Service on the number of fishing licenses implemented and the types of licenses, the funds obtained and the utilization thereof twice a year – for each previous half-year – by 15 July and 15 January respectively;
27.6. to list the licenses sold on the Website www.manacope.lv in chronological order electronically for each half-year and, after the end of each half-year, to make a printout of the list of licenses electronically listed in the relevant half-year, ensuring storage of the printed lists of licenses together with the register of licenses;
27.7. to determine the responsible person who has acquired the status of a public environmental inspector or an authorized person of the local government and participates in measures for the protection and supervision of the environment and fish resources;
27.8. each year by 31 December to submit to the State Environmental Service a report on the measures taken for nature protection, control and replenishment of fish resources (if it is provided for), as well as information regarding the establishment and maintenance of the infrastructure necessary for the organization of licensed fishing in accordance with Annex 2 to Cabinet Regulation No. 799 of 22 December 2015, Procedures for Licensed Fishing, Fishing and Underwater Hunting;
27.9. to place informative signs at the stage of licensed fishing;
27.10. to replenish fish stocks in the Daugava river at a licensed fishing place, if it is provided for in accordance with the recommendations of the Institute.
28. An angler, being at the place of licensed fishing, shall be responsible for his or her own safety, including if he or she enters or is on the ice (fishing from ice in the stage of licensed fishing is prohibited in accordance with Sub-paragraph 5.4 of this Regulation).
VIII. Plan of Events of the Organizer of Licensed Angling for the Conservation, Replenishment, Protection of Fish Resources and Control of Requirements
29. The organizer of licensed fishing, taking into account the scientific recommendations and results of fish surveys, the needs for the protection of the environment and fish resources, shall develop and implement a plan of measures for the restoration, supplementation and protection of fish resources at the licensed fishing point on the Daugava River, downstream of Kegums HPP from 1 January 2023 to 31 December 2027 (hereinafter – the Plan).
30. The plan shall include:
30.1. to restrict edge fishing, to control compliance with the laws and regulations governing angling and to check fishing licenses;
30.2. to ensure regular cleaning of the licensed fishing territory, downstream of the Daugava River downstream of the towpath of Kegums HPP;
30.3. according to the revenue from the licensed fishing and recommendations of the Institute to participate in measures for the replenishment of fish stocks and the protection of natural spawning.
IX. Closing Provision
31. This Regulation shall be in force until 31 December 2027.
